Character conversion in V4MD again

Unfortunately switching to D11 is not an option for this project. It's
built on engine using some Xtras not supported on D11.  Also this
project is PC-only, no need for supporting Mac.  All i need is to get
apostrophe to Director in western encoding.  All other symbols seems
to be in place, although maybe i missed something, and more such
symbols exist.
