New C++ SDK 1.9.7b8

Hi Jochen,

I have fix in C++ SDK 2 bugs.

1) db.GetName() now correctly returns name of db extracted from full path.

2) in case user specify as db path only partial path, SDK now correctly
build full path for such case. So GetFullPath() returns correct result.

Please use this new SDK for VJDK build.
