Can't import CSV with empty fields

It seems like 6.4.1 works for the most part. I have gotten both files to import. Some records aren't coming across, but I think I will figure that out eventually after I sort through which specific records aren't importing.

Once I figure it out I'll give some details if it's not just a result of some poorly formed CSV records.
