VDN - icuin30.dll missing

There's an issue in an installer - location of ICU libraries is wrong in
the latest version,
to fix it you should copy 4 ICU dlls from
C:\Program Files\Paradigma Software\V4RB_5
to
C:\Program Files\Paradigma Software\vcomponents_win_vc
