Database Flush Command not working

The only time I see that the database has been written to the hard
drive (I'm using vServer) is actually when I open the database.

I cannot find what is there which is forcing the database to write to
the hard drive.

This seems to force the database that is held in ram to write to hard
drive (I can see the time change when looking at the file and then
know it has written).

When I use just the flush command I do not see the change in what is
written to the hard drive.
