So

* you have installed on MAC  the V4RB 4.7

* you compiled WIN EXE on this MAC and copied it  to PC

* you have installed on that PC the same version V4RB WIN  4.7

Now EXE should just work, because V4RB WIN have specify PATH
To 
     /Program Files / Paradigma Software / vcomponents_win_vc

So when EXE starts it should find Valentina DLLs here.

When you prepare your EXE for deployment to CLEAN computer,
Which never did have V4RB installed,
Yes you must copy items of vcomponents into EXE folder.

Then EXE starts and must find DLLs here.

Note that you must copy ALL items including folders as vresources.

PATH can be assigned manually on any Windows

If right click MY COMPUTER then
   Environment Settings

Google can help you.

For DEPLOYMENT of apps that self set PATH,
We here use Innosetup installer and small pathman utility

Again FAQs of InnoSetup can tech you ...

Your original error ... Make me think may be problem in different versions
of V4RB ...
