Which generate array of 4489 shorts.
And simply do 

Loop how many time 
{
    AddRecord( fld1, thisArray )
}


And no need to send us that 1.4GB data.


Can you try create NEW EMPTY RB project of such kind?
In theory should be only 50-10 lines here.

Very important that you have Copy paste YOUR CODE of loop

I.e. If you use API, SQL and how exactly.
