1) have you read BLOG Link below ?
    it discuss UTF8

    UTF8 can be used only if you self do uencoding() and edecoding()
    in REV code.

    and our article UNDERLINES that no sense use UTF8
    it just add TWO more conversions.

2) yes use Macintosh and Latin -- the most effective way for REV for now.
