Probably you talk about Embedded Signature.
This is not serial.

Valentina Embedded Server users pair:
    a) license_emb_xxx file
    B) embeded signature from client app.

So Valentina Embedded Server can see that this is valid pair.

Valentina Office Server do NOT need such signature, because it can and
should accept connections from ANY Valentina Client. Even if client app will
send signature, Valentina Office Server will ignore it, this simplify life
for developers, because no need modify sources of client app to make it work
with Valentina Office Server.

Yes, possible.

But you still can develop and test with it also.
Actually you will MUST test with it, before deploy to users.

See above.

* Valentina Office Server always enables reports.
    here all simple. Yes?

* Valentina Embedded Server - can work in two modes:
    a) without reports: license_emb_xxx
    b) with reports: license_emb_vrp_xxx
