Yes, but Smartbooks typically have more ram, faster cpu and bigger

Yes GCC, for hardware there are only a few at moment, more coming in 
October/November/December (and big names like ASUS in early 2010).

For info on OS's used, Google these names: Moblin (Intel, now open 
source), Android/Chrome (both Google) and Ubuntu (also talk of Ubuntu 
Remix for ARM) .
