Is VDatabase_Diagnose() in V3 available?

Hello,

Ruslan gave me a hint to do a diagnose on my DB, but I can't find it in the
V4REV_3 docs. Is it just missing in the docs, or is it a new V4 feature?

Is the Wiki also still available for V3? I can't find any version infos in
the Wiki
