Wrong! You have misread that paragraph.

* you should not create self vresources folder
    it already exists inside VComponents folder.


* steps are:

- you compile app  myApp.EXE

- you make your own folder:

        MyAppFolder

- here you copy your EXE

        MyAppFolder
            MyApp.EXE
    

- and right here you copy ALL items from VComponents

        MyAppFolder
            MyApp.EXE
            dnssd.dll
            icu.dlls
            vkenrel.dll
            vclient.dll
            vresources          <<<< this is folder described
                                        in that paragrpah.
