Licensing... VDN and V4RB

Does the server have to be restarted for this to take effect?  Is  
there any call to the server that can be done to verify the licenses/ 
connections?

It is in the V4RB Installer text when you run the installer.

But does this INIT need to be done if you are only accessing VServer  
and not a local database?
