Right, 3.0, 3.0.1 3.0.2 have the same format as 2.x
But 3.1 - YES CHANGES format, BECAUSE this required for that cool
optimizations of BinaryLink which we describe in PR of 3.1

BECAUSE for 3.0 there was NO NEED to change anything.
