You are correct to get things working and development I have the database at
/Library/Vserver_Office/databases/mydb.vdb
For development I think doc say you should use VSo? This way I can use VS
But now I am ready to build a standalone and want to use embedded server,
and have it so that the database is ONLY able to be opened by my rev
application using encryption

this is license of Valentina Server as described here:

So you need drop it into folder "licenses" of your Vserver Embedded.
This file is NOT related to any V4RB, V4REV, V4MD ... Application.
Around single embedded server can be 10 connected different applications.

It seems to me you still do something wrong.
In prev letters you have show that your dbPath is
/Library/Vserver_Office/databases/mydb.vdb
This means that V4REV open this file DIRECTLY -- but not with help of
VSERVER!!!
If you want to use Valentina Server you need RUN it.
* Then db will be opened and used by VSERVER.
* Your app must connect via socket to VSERVER
* And your app then open db not by full path, but only by NAME of db as it
is registered to vserver.
Check all this carefully.
