[V4RB] Sorting japanese UTF8 in V4RB 1.11

Hi Jörg,

well that's the same question I am asking myself currently. But it seems
there's no proper way to store double-byte languages (or even certain
single-byte languages) so they are handled properly in V 1.xx...
