Yes, I think so, but I cannot test this right now because I do not have 
Win98 machine here.

Yes. The content of the .bat file could be as follows:

@echo off
cd "C:\Program Files\Paradigma Software\Valentina Server"
VServer_9x

Of course, correct the path if it is another on your system.
