[ANN] V4MD_Client WIN a38 uploaded

Hi guys,

Added 2 functions for client:

    Vdatabase.SetResponseTimeout( inSeconds )
    Vdatabase.GetResponseTimeout()

This allow change default ResponseTimeout for client.
On Default it is 60 seconds.

For exmaple, if you have huge db, and you know that some cool hard query
take few minutes you can set Respondtime to 10 minutes.

Otherwise client will break connection because it will think that server
have go away.
