You can start development right now with ZERO payment.

Just download Vserver and download V4RB_Client.

Vserver have license file that allow you work one from 1 - 31 of current
month. 

Next month you need go to our site and download new license for the next
month.

So you can do development as long as you need.

Also such license file allow you install your app to your clients for beta
testing.
