These are some Apples-to-Oranges comparisons. Microsoft and Apple need
to maintain older versions of operating systems for a while because
their product mixes are very complex. MS still sells products that must
run on older versions of operating systems because they want to sell
products to customers running those operating systems or they think they
will lose customers if they discontinue support.
