FIXED: record locks and db on CD

Hi All,

I have fix problem with record locks for db located on CD or other read only
dbs.

In fact now for such dbs locks are simply ignored.

Tomorrow I will make new build.
Actually I hope tomorrow make 1.9.8 RELEASE.
It seems all is ready.
