Vserver Win Does not work here

So you have run it first time.
Was created ini file.
Server have stop work.

You have correct in the ini file path to systemCatalog.

Run it again, and AFTER this it still not works?

So my point: 
1) have you set correct path to system catalog.
2) does in that catalog is created master db after server start ?
