error switching from V4RB 1.x to 2.3

That fixed it.

Using V4RB 2.3 and the Carbon (NOT Mach-O) V4RB plugin:

The project without HierPop  works regardless of build settings.

The project with HierPop works ONLY if set to Mac OS X only in the  
build settings.
