"collationstrength = 1" doesn't render field case-insensitive

Well, I've changed no code -- but I think Valentina did just rebuilt my 
field's index.

At any rate, the field is now case-insensitive.

Oh, I would still be interested in how you define the various 
EVColAttributeValue enums (kPrimary, kSecondary, kTertiary, and 
kQuaternary).
