What is the purpose of port 81/3307 ?

On the ini file, I have the following info:

; Port to listen HTTP protocol.
; 0 - do not use HTTP port.
PORT_HTTP = 81


In the logs I have the following :

So, why is it needed Http protocol ? There is any special reason ? Can I
access with Http API ?
