This date time properties are properties of a CLIENT CONNECTION,
 but not of vserver itself.

In Valentina DB date time is saved in neutral format.

And VSERVER itself do not care about this.
    one connected user can ask work in YMD,
    second user can work in MDY

No problems here.

As well as one connect can be in UTF8,
Another in UTF16
