ADKs license means - serials for LOCAL dbs.
They are sold separately

But you can use with VSERVER all existed ADKs, as clients to your vserver
for free.

Once again, when you have any vserver (free, paid, embedded),
You can build around it
    Xojo app + PHP app + ObjC app + NET app + ........
for free.
