BECAUSE, about 2-3 years ago was change:
    this property  is NOT stored into DB file.

BECAUSE this is more property of CONNECTION to vserver for example,
    around same db under vserver can be connected people
    with absolutely different Date formats.


So each APP which connects to Valentina DB, self should specify DateTime
format it is going to use
