Runtime error

I'm using Director 11.5 and Valentina 4.9. My runtime files are not able to find the file:
vshared_release_x86.dll
even though the Vcomponents_win_vc folder is in the root install folder. I've never had this problem before. Should that file be next to the EXE instead of in the folder?
