FWIW, have You checked that the targeting machine has the prerequisites to install and
run the solution? If You replace Your present DB with a simple small DB and then test
it what is the outcome? If You temporarily remove the database You use from Your
developing machine and then run the installer on it what will the outcome be?

I just discovered something. If I run the installer on the machine where I do my
programming (and where I create the installer), then there are no problems. The
database opens fine. The problem occurs when I copy the installer to a different
machine, and regardless of how I do the copy, I always get the File Busy error.

So I am wondering if the file that is busy is not the database -- and yet, Studio Pro
can't open the database either, so maybe it is the database.

Any more ideas? Thanks.
