Ensure only local connect

A password does not work for our purposes.  We want multiple applications on
the same machine connecting to the service, but not the same applications on
other machines.  Forcing the user to pick a password and log-in is something
we would prefer not to do.  A firewall does prevent other users from getting
to the service, but we are trying to target a lower end user who does not
necessarily know how to configure firewalls.
