vServer - how to prevent endless attempts to start

Hello All,

Assume there are some reasons to make vServer start impossible. Say - no 
appropriate license.
If vServer is configured to be a some sort of service it will try to get 
started all the time producing
a tons of logs.

Currently we are looking for ideas how to implement "limited attempts to 
start" on Mac and Linux.
What do you think of it?
