No. 

In this bundle it goes at full power -- Infinite connections.

Free server  contains in the archive own, special versions of VPHP and RUBY.
Free Server can accept connections only from them.
Even Vstudio currently cannot connect to Free Vserver -- ops. To be fixed.

    it includes even Report Server.

But it is sold per copy, as most DBs.
