Creating a database not in the embedded server's folder

What's the best way to create a database on an arbitrary drive, in an
arbitrary directory location when using the embedded server?  I'm looking
for the best way to do it with the C++ ADK.  The examples seem to only make
databases in a working directory, and I can't seem to get the Register DB to
work correctly.
