How to create a binary link with existing records

I wonder if this is possible.

I have a table with three fields: Zip_Code, City and State. Now I want to
move State to its own table "States" and create a binary link from the
Zip_Codes table to the States table. I can copy the data from
Zip_Codes.State to States.State, but how do I automatically create the
binary link between the two?
