[V4REV] FIXED issue with umlauts and IOEncodiong.

Hi Mark, Tiemo,

I am glad to inform you that this bug is fixed.

Really IOEncoding was ignored on read of strings from DB.

Tomorrow I hope we will upload fixed build of V4REV.
