Still, if you haven't confirmed it for sure, the first thing to check 
is which file is being opened when this error comes up. As Ruslan 
wrote, it does not have to be the database, particularly if the error 
persisted through reinstallation (unless the file is copied bad from 
the dvd -- scratch? dirt?). If you are not doing this yet, the error 
dialog in case of file errors should always include the file name or 
at least some code which tells you which file it refers to.
