No, I have told that now you can remove last user, and column is refreshed.
This was "fixed" in vstudio.

Not now right -- we need think all about VSERVER level:
    should vserver allow delete
    a) last admin ?
    b) last user at all,

Ivan, may be check how MS works in this regard.
