Last_recid() function implemented for 3.4

Hi All,

Ivan have add this function in initial state.
Should be okay for now,

Although we see yet more improvements here.

E.g. MySQL has only  last_recid( dbname )

I believe it will be more comfortable to have last_recid( tblname )
