First step yes.

Ivan says that it seems not hard  -- for procedures.

For User Defined Functions I do not think it is good idea,
    because such functions must also work e.g. In the SELECT, right?

So UDF should return just scalar value: INT, STRING, DATE, NULL, ...
    as any other existed Valentina function.

Procedures will be able return cursor via OUT parameter.
