[V4RB] VDouble precision and scale

Hi,

v3.0 release note says:
DOUBLE/FLOAT columns now have (precision, scale) parameters. Only  
scale is taken into account by GetString().

I am not sure how to use this command anyway. Do you have an example  
somewhere?
