SQL Dump not honoring EVDbMode.kDscDatBlbInd

I remember there is big technical problem with this.
Because we say it as

    db.LoadDump( file )

I.e. Db object already was created. Dump cannot change db files.
Or something like this..

Something significant should be improved here ...
May be even change of API.
