It's at least in the release notes:

2006.1 [New] [IDE]

IDE Scripting: There is now an "IDE Scripts" submenu under the File
menu.  This contains the "New IDE Script" command, but also lists any
script files (ending in ".rbs") found in a "Scripts" folder next to
the IDE, or next to the current project.  Selecting one of these items
executes the script; or if you hold down a modifier key, then it opens
it in the script editor.
