data base errors -- 1.x documentation

I'm trying to figure out a way to block the database from being opened twice
without closing it. I don't see that as an error, and when I open it twice
in a row and don't close it, I don't get an error either. 

I need to make sure that two users can't edit the data base at the same
time.

Any suggestions????
