OID of First Record in First Table Created

Hi


Is it sure to assume, that the first record ever created in the first  
table ever created in a database, always have the same OID?
I mean, lets assume, I create as the first table in my database the  
table 'X', then before I create any other table, I save in exactly  
this table X the first record.

If yes, which one?
