This should be some utility from IBM ICU package.

They have some command line utilities which can massage .dat file.
E.g. Remove some languages from it.

But I have not try this.

Detailed docs can be found on IBM site of ICU.

Thomas, why you want reduce it?
You going do downloaded software?
