[VSDK] SetCompareFunction for VDK_Text

Hi Ruslan,

If you recall a few months ago you added a parameter to SetCompareFunction()
of VDK_String to prohibit an automatic rebuild of the index each time an
application is launched. Unfortunately, you forgot to add the same to the
VDK_Text.

Would you mind adding it?
