error 10061 on Windows

This error cannot be produced by the server itself. You can
only get it on client side.

This is 10061 error description from MSDN:

  Connection refused.
  No connection could be made because the target computer actively refused
it. This usually results from trying to connect to a service that is
inactive on the foreign host-that is, one with no server application
running.

So, please check that you use correct address and port while connecting
to server.
