[V4MD] picture compression level

Hi Ruslan,

any news about setting the picture compression / quality
level when inserting pictures with SQL INSERT and binded values?

Currently, everything is inserted at 50% and that's pretty
low quality for most cases and I don't want to use SetPicture(),
because that would mean rewriting parts of my generic code
to catch a single case and make an exception, not good :-(
