[V4MD] INSERT binding picture compression

Hi Ruslan,

what about setting the compression quality for the picture
field when using SQL INSERT with binded values?

In Director there is a cast member property:

member().imageQuality

for JPEG compression of bitmap members, maybe
we can read that property and use the setting for the field.
Or else set the picture quality in the values list somehow?
